AfDB’s Strategic Visit to Djibouti Aims to Bolster Development Collaboration

Djibouti and the African Development Bank have extended their collaboration in development efforts after a consultation trip to the nation was conducted by Dr. Khaled Sherif, who serves as the bank’s Executive Director for both Egypt and Djibouti. This visit, held between April 4th and April 11th, included discussions with officials from the Djiboutian administration focused on progressing developmental and economic goals along with strengthening mutual ties.

The Bank delegation met with Prime Minister Abdoulkader Kamil Mohamed as a courtesy visit to talk about a national project aimed at improving roads across the country, addressing the urgent requirement for additional hospitals and clean-water wells, and exploring methods to bolster educational facilities within the nation’s interiors.

The core focus of Djibouti’s ‘Vision 2035’ initiative lies in infrastructure development,” stated the Prime Minister, addressing their nation’s strategic blueprint aimed at substantially increasing the average quality of life via an annual rise in GDP per capita to 10%. He added, “We aspire to promote equitable and harmonious economic expansion so that every community can thrive and share equally in our advancements.

He said the country was working to advance development across the entire country to curb migration from rural to urban areas.

Commending the strategic plan, Executive Director Sherif stated, “The goals set for Vision 2035 perfectly align with our bank’s mission, and we remain dedicated to pursuing further avenues that can enhance Djibouti’s collaboration with us as they work towards their developmental aims.”

Sherif and members of the bank delegation met multiple times with Hon. Ilyas Moussa Dawaleh, who serves as both the Minister of Economy and Finance and the Bank Governor, to talk about key strategies focusing on areas like transport systems, electricity access, and city development, specifically within inland regions of the nation. “Such infrastructural developments serve dual purposes: they act as catalysts for economic expansion and facilitate greater regional cohesion,” highlighted the Bank Governor, stressing how these projects help diminish differences between various territories.

The sheriff commended the nation’s observable advancement in several initiatives, such as the development of the Port of Doraleh and various free trade areas. He further emphasized the importance of openness in government operations along with improved oversight of these ventures to strengthen financial administration.

Throughout the mission, the Executive Director took advantage of the chance to investigate potential areas for upcoming cooperation and demonstrated backing for efforts aimed at improving educational standards.

During their visit to the country, members of the Bank delegation also had meetings with officials from the University of Djibouti, the Djibouti Social Development Agency, as well as the President of the Red Sea Bank for Commerce, among others. The discussions focused on enhancing cooperation and synchronization in the distribution of assistance throughout the nation.

The mission occurred prior to the Bank’s 60th Annual Meetings scheduled for May 26-30, 2025, in Abidjan. This summit holds significant importance for Djibouti as an essential gathering to steer Africa’s developmental strategies and aligns with a crucial period where global collaborations critically influence financial accessibility.
